A general argument for confinement of quarks in QCD thermodynamics, based on a global
symmetry  of the thermal action, is tested on the example of photons interacting with
a classical charge distribution. It is found that spatial boundary conditions play a 
crucial role in the path integral representation. In particular, periodic boundary
conditions are inappropriate in case of non-zero total charge, and cavity boundary
conditions do not respect the symmetry of the action. Our main conclusion is valid in
any gauge theory.
