Abstract:
In this note it is proposed that the primary source of the light elements
of the high energy Cosmic Rays ( C.R. ) is not a Supernova shock-wave but
may originate from the neutron-stars surface-material, the abundance of
which is formed by Heavy-Ion ( H.-I. ) collisions. Thus we call for a 
special type of heavy-ion multicomponent thick-target laboratory experiments
to establish our proposition.
